Post-disaster Albion + More clothing?

Does Albion automatically repopulate after the 'darkness' is defeated? During preparation I only managed to save about 1.2million civillians and all my shops and cities/towns are empty with a few wanderers. How does it 'go back to normal' so to speak. Is there any trick? Or does it need time.

Secondly, I'm looking for hoods. Does anybody know whether you can get hoods in this game? I've always wanted a 'jedi' sort of look to my hero. The only one I see is the quest where you get shrunk and the maniac at the dark sanctum. Can you obtain their clothing somehow?

There is no going back to normal, its decided on what all took place threw the game, like i am starting my second playthrough as we speak. I lost almost 3 million people. or (casualties). So that said, that means i still have like 4 or 5 million left. People are everywhere but i didn't try to find a wife till i beat the game, i could not find a hot charecter to save my life, so i dunno if there isn;t one to begin with or all the hot girls died
