yeah I've found it for sale in Bowerstone Market. My Fairfax Garden traders have at most two 5* potions available at a time and so it has like a 2 in 5 chance of being PEE (heh...there's an acronym for you) which actually equates to like, never.
Anyway if you have a 5* economy in Bowerstone Market, there's a good chance your alchemist will have one on hand. But I am aware of certain bugs that make it unavailable. So in answer to your question, they do sell it in game but you've gotta be proactive about getting that 5* economy.
