ok u can find the dye in fairfax or westcliff(i'm not 100% sure which one).
as for the sex change potion u can get it after u beat the game then buy the fairfax castle and do the quest(it's at the end and can only be used once in the tomb).
it's also obtainable in the DLC but not in potion form more like surgery form as in there's a shop there that can change your sex over and over again.

=]=]Purple regal dye can be found by your dog in fairfax garden my dog has 5 star treasure hunting so not sure if u can find it any lower. it is up against the wall next to the dig site and exit to bowerstone market
