what happens when you give that guy 5,000 gold for him to do stuff, i gave him the gold but he hasnt called me back yet and ******SPOILERZ******

im in the spire now

Don't worry just finish the spire he will ha finished when your out.

look at the quest again when you get back from the spire, it should says that he's sent for you. Barnum's used the money for some MASSSIVE improvements on Westcliff, that I would say are well worth 5 grand. He'll give you thanks along with 15k.
