its gonna take a lot of time and a lot of patience
u have to go to the bandit camp and whenever the bandits are out walking around the fireplace, u sleep in one of the tents, and eventually the scimitar appears on the ground, then u pick it up

I've only gotten it once on all my playthroughs. It's a pretty rare glitch. I don't think I'd even really waste my time, even if you were going for some complete save file. It's clear that it wasn't intended to be a weapon you could get, in the end.
