Questions about Fable 2

I did a quick search and nothing popped up, so let me ask a couple things that have been on my mind:

1) Will Fable 2 be easier to mod? It was kind of painful to learn how to mod Fable: TLC since the developers left no tools, and the only things we have to work with are what the modding community made for us.

2) Will Fable 2 be like Fable X with set paths and worlds connected by gates or will it be more open? Or even seamless?

Nothing has been said about modding Fable 2 yet as its not been announced for PC yet and is only an Xbox 360 title (For Now).

They say the world in Fable 2 will be bigger and have more areas to roam and be more free roaming with cliff jumping etc so there is hope for seamless play.
