Does Scariness do anything? I've gone from +100 to -100 and I can't tell the difference

Your right, sometimes programmers and game makers want to produce a life like effect but it doesn’t make much sense. Games try as they might to imitate life; will never be 100% correct. They have to think about effects and balance of the rules they make so that the game is playable. Scariness = respect/fear.
