You cant change it in the same way Michael Jackson did, but evil, pure, corrupt blah blah changes your skin tone.

Pure-good characters don't change much, skin-wise, but evil-corrupt makes your skin gray and dark(not in a good way), and evil-pure makes you a pale gray/ blueish color...But no actual significant skin coloration differences

This is a problem Fable has had since it first started.
IE: Fable 1 : Not being able to make a Female character. (Although they find it "okay" to be hit on by guys and married to them plus more), and no color change to the flesh.
Fable 2: Final able to be a Female for all those WoW players (You know who you are, you naughty Night Elves ^_~) but still not able to customise your character the way you want it.
Hopefully in Fable 3 they will let you actually let you do this, maybe not. One can only hope though, I'd like a Green Skin Color and the Title: Green Giant, Ho ho ho *Thumbs up*.

Yeah, but you start off with blue eyes in Fable and brown eyes in Fable 2. Besides, your natural hair and eye colour can change in-game anyway.
