Yes just go to like for example the clothing store and go to the outfit and just take it

There is an option to steal, when you are looking at an item in a shop or stall. Can't remember the button but am pretty sure it's X. I know A buys the object and Y tells you the description.

Well i first tried stealing when nobody was around cuz of the war(erbody was dead) so i just hit A and it asled which part of the outfit i wanted and i said all and i just took it, that was it.
