Tattoo... not a location question

Heya,
I just got Fable TLC for my PC- I have a dozen or so tattoos and hairstyles, but the vendors simply sell me the cards, they don't apply them to my person. How does this work?

They give you the cards and you must find a vendor to use them. Can find tattoo artists roaming around as well as barbers to cut your hair.

hmm. So far the vendors haven't given me that option- that is the problem I'm having. I have the cards, I find a vendor (such as the one in Knothole Glade) but they don't offer to put a tat on me, and if I click one in my inventory while at the tattooist, nothing happens.
Same thing with barbers. So, I've got the cards (I've even bought them at the shop with the tattooist- even though I have the same one) but nothing else comes up.
Any advice?

Sure they are the actual vendors themselves and not just people selling the cards?

I havent heard of this problem before so im just thinking of every possibility.

I think this is a glitch on his game...

Normally when you buy the card, the tattoo or hairstyle is applied, if this doesn't happen, I'm pretty sure it's a glitch. Try reinstall your game.
