Well, it's a bit of a spoiler so:

If you help the guard during your childhood, that area grows to become rich and crime free.

If you choose to help him and his employer, on the other hand, Ahrfur becomes somewhat of a crimelord and that area becomes poor and ripe with crime and prostitution.

The first time you enter said area, you are greeted by either the guard or Ahrfur.
