i have beaten this game twice now but on my third file when i go to enter the spire the game wont let me interact with the boat captain. he has a glowing ring around him and everything but i cant interact with him.. HELP

what exactly happens when you approach him? is he still outlined in green? does it still ask if you want to board the ship at the top of the screen?
