They're just so SCARED

I'm pretty sure the inhabitants of every town are permanently scared of me.
I tried healing them, tried standing just inside the next map for a while (i.e. archon's shrine), giving them gifts, appologising, standing in the middle of the town/ in the bar while not being at the controller, hoping when I got back they wouldn't be scared.

Is this a glitch?
Or am I just going to hell?

Did you perhaps slaughter half of the village? The villagers have got pretty good memory when it concerns the killing of their loved ones - then they don't care what shiney clothing you are wearing.
