Absolver's are the rarest pre-order, and Inquisitors are the second most common, so, yeah...

That does not make it a better in-game weapon.

EDIT: Also, I wouldn't say it's the rarest just to say it. It's only rare because the retailers that were meant to distribute it, didn't know what they were doing.
