When purchasing a house their is an option on the scroll nailed to the house to redecorate it. select that option then go inside and walk up to an empty plaque and a prompt will appear and tell you to select one of your trophies to plaque on the plaque. Hope this helps

The Most Trophy Plaques that I know of that are Useable; are 3 if you are Good; and 2 if you are Evil; and as has been said before; if the Plaque if 'Highlighted'; go into your Trophy Inventory and 'Use' the Trophy and it will appear on the Plaque;
There are 5 homes with Trophy Plaques in Bowerstone Market
There are 9 homes with Trophy Plaques in Bowerstone Old Town
