Trouble with Free Roaming application

Thanks to Seph I have gotten into modding Fable TLC, but whenever I download the free roaming app. I open it and nothing happens. Could someone tell me if I'm doing anything wrong, or do I need to unzip the file before I do anything. Please PM me with any extensive info, or if you just want to call me a modding n00b.
