Would it be possible to have a pier on a beach that is very big and extensive and has houses and shops on it? This idea is somewhat inspired by Watermia from Illusion of Gaia, if anyone here remembers that.

That's an interesting idea.I'm sure that might work. Maybe some knot hole glade houses would work, they are elevated off the ground.

this is a good idea, adding shops to the beach wouldnt be too hard

Part of my plan is a town called Aquasia on the northeast coast of the Hook Coast island that has a guardhouse on the beach but then the whole town proper is on a big sprawling pier. I was going to use the house from Bowerstone North that has a porch going all the way around but the Knothole Glade buildings might be good too. Maybe some Hook Coast style buildings as well as it is in the same area.
