Weapon Help - Bloodstone Bludgeon

Alright i have searched around on the internet, I know how to complete the Ogre and Arrogance augment requirements but i cannot for the life of me figure out how i'm supposed to "drag 8 villagers to work"

I read you have to drag them to a job that you can take, like pie making, but is that true and what do you do after you drag them there.

If you beat the game you have quests that you are suppose to bring people to work/volunteer. I know you get the quest for putting people to work if you beat the game evil but im not 100% sure on if you beat the game being good, and dragging people to volunteer counts.
