Pretty much what HP said. You could also check out a free trial edition of Paint Shop XI, it should come with Animation Shop too. Photoshop CS3 is miles better though.

Well, CS3 incorporates ImageReady, but Animation Shop is a lot easier to use, it's got preset effects and stuff. Either ImageReady doesn't have that, or I just haven't discovered it yet
I do all my animation in CS2 anyway, so I don't use it that much
