Yes its surpose to be destroyed, i dont know why so don't ask, i was going to say it would depend on if you did the quest to donate to the temple of light and if you did good things. That might be a reason.

there is a quest to save it and a quest to destroy it befor the spire. if you dont do either it is destroyed anyway as the pasifist monks are helpless without someone to fight their battles for them. no biggy, finish the game and learn whats what, and save it next time.
