Any shop sells them - I avoid taverns though because their prices are usually higher than shops. Alternatively, when you kill an enemy they often drop apples so you can nab them then.
As you increase your skills you get better at bartering with traders for a better deal - apples are pretty much the cheapest thing to get hold of.

You can get lots of Apples really fast in alot of places. The one place that comes into my mind right now is South Bowerstone. The Trader just by the gates will have Apples, and then it is just a short run to the Tavern where the Barkeep most likely will have some. And later in the game, when you have access to Bowerstone North, I think the trader in there might have some aswell, but I am not sure.
That'd make a nice threesome of apple shopping!

thanks i normal only get them from snowspire where the traders wander they normally have like 150 but im trying to get maxed out apples

I get them from Bowerstone South as was mentioned in Tsuyu's post.
Isn't it weird that those same apples are still ripe and ready to eat 47 years later
