How do i get augmenation slots? and in what town would it be in?

Stone Cutters. Find them in the Gypsy road, Bowerstone (if your walking into the town from the bridge take a left and carry on) and Bloodstone (as soon as you enter the city, by the blacksmith there is a stall with a wheel cart on the floor)
