Just be careful not to tick off the hair stylist. She cut my hair short.

It's opposite the tailors, pretty much. Go down the street which is ahead and slightly to the right of the clock tower and you'll see the barber pole outside.

Why not try going to a different stylist?

There's one in Bloodstone, Bowerstone, and Knothole Island if you have the DL.
