you buy/find the dye go into yout items>dye's>choose color dye>clothing/hair press a button and its set

They aren't dye cards, they are plain bottles of dye. You can buy them from hair stylists, tailors, and other various merchants. Each can be used an infinite number of times to color your clothing or hair whenever you wish. Just go into the pause menu, find them in the item section, select the color you wish, and dye away.

to apply dyes, go to items then go to dyes (u cant apply them with a barber) then press A on the dye u want to use. then go to clothes scroll to the bottom and go too hair press A to select hair then press a again to apply the dye
