Big Sales and Insanity

Hi all. I started playing the game again after about a 6 month hiatus and noticed something peculiar, I have very VERY few shop shortages but big sales on a constant basis. Is this random or does the economy affect it?

I think the economy might affect it. I usually have a good economy and loads of sales. Whereas on my evil profile the economy is terrible and there's always loads of shortages.

The economy might be high at one point then low at the next, also if the stall venders like you they will give you discounts and often have more sales.
