bowerstone ind quest help please

I looked thru the threads, so I'm sorry if this was already discussed, but I didn't see it. I accepted the grab a volunteer quest and as soon as I left the factory, it was a ghost town. The only people around are guards and another dude wanting me to find a ring. Where is everyone? Did I miss something?
