I didn't save Elise in the beginning. This is my second playthrough, and I wanted to try different avenues from the first.
I was prompted for the Kidnapped quest. Nigel is in front of the orphanage now, but I can't speak to him. I can fast travel, or set my trail for the quest, but when I get there, he stands in silence. After so long, and waiting after other quests for a change, I got frustrated, turned my safety off, and realized I can't even kill him. The biggest problem is that I can't even access the Cesspools.
Has anyone had this problem before, and, if so, were you able to fix it without restarting? I haven't even met Ben at the castle to watch the hanging and I'm at over 10 million gold. I'd really hate to run through the story again.
