It tells you right in the weapon's augment information, doesn't it?
Do 150 flourishes for the Dragon's Breath augment and kill 40 Nobles for the Revolutionary augment.

A flourish. When you hold the "X" button down while pressing a direction. It's a charged melee attack.
Nobles can be found in Mill Fields, Bowerstone Castle, and to a lesser extent in Bowerstone Market.

You need to do a flourish WITH the dragonstomper. Hold Y and shoot people. I tried doing mine by doing melee but the bar never moved.
Indeed, you need to use the specific weapon for the augments you want.
As told earlier:
Flourishes with melee are done by,
(Holding down the X button and moving the left Thumbstick to the prefered side and release to unleash a more powerfull attack)**
Flourishes with ranged are done by,
(Holding down the Y button, you will notice that your controlled will begin to vibrate* and release to unleash a more powerfull attack)**
* Unless turned off.
** If being struck while loading for a flourish the flourish will be cancelled.

Nobles are in castle grounds, Millfields, and theres a couple in bowerstone and other places. But Castle, Millfields, and Bowerstone(Not the old town(Unless you chose to restore it, then theres a few there) or industrial)
