If you grant Aurora the right to be part of your kingdom without making them work and industrializing the city, you can't get into the mine. You have to make the evil choice to be able to get in there.

question: apart from the mines what other thing changes?? Are the shops still open?

Everything is the same. It just looks more industrialized. Try it out and see.
