What's best is usually just personal opinion. Personally, I favour the Daichi (found at Brightwood tower after certain events have taken place) and the Red Dragon pistol (Get first prize at the Westcliff shooting range).

The thing about the legendary weapons is that their augments can be somewhat lacking in appeal. I would really suggest buying a master version of the weapon type you like most and fitting it with the augments you like best.
