Bioware have put the blame solely in Sony's camp for the lack of Multiplayer Challenges on the PlayStation 3. The challenges which have been running on Xbox 360 and PC have a new one known as Operation Resurgence coming this weekend. The challenge will be open to users who downloaded the free multiplayer DLC Resurgence Pack and they will get a 10% experience bonus when playing on the new maps: Firebase: Condor and Firebase: Hydra.
Bioware had the following to say on the lack of PS3 challenges...
Sony has not yet approved the promotion. We continue to work with them to find a compromise, but until then, Sony will not allow us to run the same Multiplayer Challenges on the PlayStation 3 that we run on Xbox 360 and PC.
No word from Sony on what the issue is as of yet...

We do not know the whole matter, when did Bioware start working on the concept of the multiplayer challenges, and was it not stated that Sony wanted some "exclusivity" in its multiplayer features?

Multiplayer challenges have been going on since launch. ME3 multiplayer also just got a new DLC pack, too. :o
