Does the 'upgraded' combat system feel a bit... sluggish to anyone else? I'm not enjoying it as much as I did in Fable II.

The combat in III was designed to use all three Hero Aspects of Skill, Will, and Strength. Try hitting someone, shooting them, rolling back and blasting them with a spell.
