Do I wait? or has it Glitched?..

I've been going for the rare books achievment, and I only need 2 more, but the next one I need to get is in the reliquary. But I've been told I need to complete a quest before I can have the key to the final door which I need to go through. So do I have to wait for the quest or has my game glitched out. (I've been waiting ages for the quest to appear, but no luck. And now even Jasper doesn't say anything at all when I'm in my sanctuary) WTF!.

To get the books in the reliquary you need to first have taken the package from Mrs. Tibbins in the dweller camp to Saul in Brightwall Academy, wait a few days and go back and he will have a quest for you to take him down to the reliquary and the book is in the room you take saul to in a corner. To get the final book you have to have every other book donated and then you will receive a quest to go back down and a key for the only door not opened.
