It takes time.
I bought every house in Bowerstone, and raised the rensts and prices all thw way to zero.
After some time, it went to five star.
Sadly, the entire inventory of the shops suck!
I mean, the only thing the furniture shop sells is a book. No furniture. And everyone sells ****ty supplies. I don't know what the frack happened.

Evan you have to redecorate also, If you want a five star town, put luxury furniture in the homes. Keep the rent rates in neutral all the time too. It will be well worth your while once you see the items the shops have to offer.

From the game's loading screens:
To maintain a high economy, set rents and prices low, participate in jobs in the town, purchase goods from the town, and upgrade the buildings.
Basically lower rents and stuff, do jobs, buy things, and put better furniture in the houses.
