Wouldn't The "sacrifice" wish do just that? i mean if it brought back everyone who died during the Making of the Spire it would bring back Everyone who died during that time period!!! which would mean Rose, right up to Barnum cause that was just before it finished???

But it doesn't work that way sadly enough.......
