Fable Universe?

What is a "Fable Universe" in terms of getting a doll at the Westcliff Shooting Range. I recently went there to get the doll, expecting to get Hammer, yet I received a Garth doll. I'm very confused as to how this happened. Does anyone have any ideas?

On each game you start, one single doll is randomly selected to be the one you win from the shooting range should you get the correct number of points. You cannot win a different doll with that same Hero. You will always get the same one.

well I know that, but I thought a "universe" meant your whole console. A while ago, all my saved games got Hammer dolls, but now I get Garth...I guess my idea of "universe" was too big...

^Exactly, each new game is considered a new universe, meaning that you can have six universes saved on one gamer profile.
