The fastes way to get evil is to steal from houses if you dont want to kill anyone i just sold my bookstore went upstairs and stole some books slept for a week and repeated the process i was max evil in like 3 mins.

Everyone is saying ways that include killing LOL...I take it you don't want to kill because you don't want property values to go down or something...well...the only way to go evil without causing major damage to a city is: Food and Clothing...
Join the temple of Shadows if it still exists...put on the Shadow Worshipper outfit (found inside by joining or raiding) the outfit adds some evil points. There's a hairstyle in Bloodstone that ups evil. Tattoos in Bloodstone that up evil and then you can eat crunchy chicks. All ways to go evil that don't hurt people or the economy...
