Issue with knothole DLC

I recently downloaded knothole island DLC I am currently halfway through with the game. The porblem im having is the fact the guy at the docks is not showing up nor is the submarine. So what exactly has to happen to start the quest chain to get there.

you need to dowload it again. then it will work

Make sure you didn't download the free pack. The actual Knothole Island DLC pack costs MSP.
