Maybe you can buy the shop and then sell it. I once killed the shopkeeper and bought the shop but I didn`t know what to do with it so i sold it and a new shopkeeper came after a few days.

Mayby the guy hasnt activated sometimes shop keeper doesnt even leave his home try i dunno talkign to the citizens or btt ryet kill em all and wait till they all pop back up.
