Travel is restricted in Albion and most of the minorities live in their homeland, wherever that may be.
Yes. And they probably aren't that much of minorities-- Albion doesn't seem to have THAT big of a population.

yeah but they never talk about other races in distant lands
Not that I've noticed, but they did in Fable I. Not sure if you've played it, but two of the main secondary characters (contradictory, yes) were black and from an anonymous country far away.

Albion is basically a fantasy version of the British Isles. In fact, Englad used to be called Albion waaaaaaay back when, to my knowledge. And so far, Albion has pretty much been Medieval to Industrial Revolution (if that). (Yes, England was England by then. That's not the point)
That's why there's so few "minorities" (which would be majorities in their own lands). You're not going to see a lot of different races of people besides white around that area.
Well, originally Albion referred to Britain (it was Latin), the island; then it was used to refer to the country of Great Britain, sort of poetically.
And yeah, not much immigration yet. There are the gypsies, but nobody aside from them. Well, I think I've seen a couple others, but not many.

People didn't leave their countries! That didn't start until the late 1800's.
Well, you know, unless you count the Portuguese... and the Spanish... and the Brits... and the Dutch... and the Norse... and everybody else sailing all over the place for several centuries; or a couple hundred different large-scale migrations and trade routes.
But this isn't our world, so we can keep an open mind over the timeline of things that happen.

^ actually Garth Comes from a region of Albion Called Samarkand which is basically outside of the influence of the heroes guild in Fable 1 and it's just a little bit closer in Fable 2 but you still can't get there....... yet.....
Well, seeing as real-world Samarkand was (is?) a major city on the Silk Road our timeline; and it's in... well, I'm not sure, but I think it's some former Soviet Republic or another; my guess is that Samarkand isn't in Albion. And he seems more like the token-foreigner kind of character, but hopefully they'll expand the game-world's reach in sequels. Yes, I'm already thinking about sequels.
