NPC Missing!

After the revolution all my npc are missing there are only guards and 2-3 drunk guys.What should i do?Pls help because i don't want to play the game from beginning(is in german:|)

Yes the problem is there are no npc in the whole game.I tried to sleep to make quests nothing helps...

its a problem with the save most likely.
