No it isn't. The highest i would go is 1 mil b/c it is very easy to get. The only reason why I was buying it was cause I started a new game and wanted a good weapon.

Right. It's a very good weapon (arguably the best in the game) and thus is sought after by many players. Was the price he paid on the high end? Yes. Was yours shockingly low? Also yes.

What I would like to know is if he wanted it b/c he was starting a new game, or b/c he couldn't find it.
