SERIOUS GAME GLITCH

ALL THE STALLS & SHOPS IN THE ENTIRE GAME ARE ALL CLOSED WHICH MEANS I CAN'T BUY ANYTHING FROM THEM....WHY ARE THEY CLOSED?!??!?

i haven't killed any of the innocent people in fable 3 but for some reason all of the stalls and shops never have an owner which means i cant buy any of the items from them...
PS:
THE OWNERS ONLY DISSAPEARED AFTER I COMPLETED THE GAME!..


PLEASE HELP!!!!

Did you not save all of the people? This happened on my 100% evil character with which I saved 0 lives. I have read that shopkeepers will respawn, but it takes a very very long time. I'd say your best bet is to just start a new hero and buy loads of legendary weapons before the final quest just in case you don't have enough to save everybody.
