Shopkeeper won't spawn in Bowerstone Furniture Store

Not sure if anyone has asked this yet, but my Bowerstone Furniture Store Shopkeeper won't spawn in the store. It's been 4 weeks (game wise) and I've left the area a bit. My Bowerstone Market has 4 stars incase that has anything to do with it (though it's almost always been 4 stars).

Edit: I also own the store, do I need to sell it then rebuy?

just wait around, this heppends to me all the time they some times littarily tip toe around out side for a bit and even start talking to other NPCs i get that alot with the clothing store owners

i know you said you got the rateing up and you even leave town but that only resets them out side again
