As always, the more detail you can give people about a problem the better we can help you.
The basics: You must have completed the Crucible in Westcliff. At that point you will greet a group of villagers and Hammer (Sister Hannah/Hero of Strength) at the bottom of the stairs and have a little conversation. Theresa should then come in and tell you to make sure you are truly ready before getting on the boat. At this point you should probably make sure you've done the following:
1. Saved Giles' Farm
2. Given Barnum money for Westcliff
3. Saved/Destroyed the Temple of Light (depending on alignment)
4. Visit your family to say goodbye
Once you've done all of the above that you feel like doing go back to Westcliff. You could easily set your target to the quest, but otherwise you need to look for a wooden gate that will be to your left if you're facing the Crucible entrance. Hammer will be waiting for you and have a brief conversation with you. When you reach the dock you will be told you have to leave your weapons, as well as your dog, behind. At this point you must turn to Hammer and hold the A button to surrender your stuff to her for safekeeping. A scene will then play.
I don't understand what you mean by the person at the dock isn't moving.. he shouldn't be moving. From what I can understand you're simply not accepting the quest by giving Hammer your stuff. If you still can't get it then post back with a detailed description of what you're doing and what's happening. Good luck.

But saving Giles farm is only if your good, or want a big farm
Westcliff development is only if you want thugs out and socials in (plus one whore)
And if the character has a Wife And or Kids and or Husband
