From my personal experience, most of the developers are stubborn and think most of their consumers "don't know what they want"
They actually underestimate their community a lot. But what do I care. For me it's clear and pretty much sealed as far as Lionhead goes. I really don't care about them or about their games.
It's a demographics issue. You have all these vocal internet people that know what they want, but what they want doesn't necessarily make for a financially viable (or even, good) game.
Let me throw out an example. Back in the day I was very involved in the Jedi Knight modding scene.
There were two mods that were geared to be competitive team based mods.
One was ForceMod 3, and the other was MovieBattles 2.
Both had very vocal communities. The community that popped up around ForceMod 3 was primarily a Role Playing community. And they made suggestions based on that. Azymn, the creator of that mod, listened and made changes based on that role playing community. It completely gutted the competitive aspect he was going for and ForceMod 3 suffered greatly from it. It was still advertised as a competitive team based game.
RenegadeOfPhunk, the creator of MB2, was a community be damned type of person. Movie Battles 2 is still moving along and still being worked on.
