I didn't say they would have to. they would just be punished for worshiping something else.

I think that any sort of religion in Fable III would be regarded as some kind of cult, like the Cult of Skorm or Cult of Avo. Or, indeed, Cult of Light/Shadow. I doubt people would worship anything at that point, or if you're evil you could force your subjects to worship you.
