Go out to Rookridge, and it will be your first Right, down a long path with a bridge...you really can't miss it.

After beating the crucible.

That's later in the game after being asked to get more renown and doing the quest "Sacrificing to the Shadows" and sacrificing people and gaining loyalty points... I forgot exactly WHEN you get the massacre quest.. but just keep looking at your quests till you get it
It might have been after you beat the crucible
