"The Spire" Bug Help
i kno a lot of u have been experiencing a glitch (fail :'( ) where when u look out of the window during 'the spire' (under garth's orders, not the commendant), you become stuck.
a way to get past this glitch is to...
a. region travel out of there
b. reload to a past save.
to just avoid this glitch altogether, make sure garth is by the window before you look out of it.

EDIT: please note that region traveling out of the spire WILL force you to restart the quest. keep that in mind.
