Well... here's the thing. I googled it after I asked you, and every article EXCEPT that one from the Telegraph and articles DRAWN from that Telegraph article say that only the judo athlete was going to withdraw... and even then, they say that it was her dad saying that. And even those Telegraph article(s) only quote an unnamed IOC spokesperson as saying “Yes we have heard that the Saudis are not happy and we will have an urgent meeting, certainly in the next two days.” Which sounds like someone is trying to create more controversy than there actually is.
